Loki would win one-on-one. He's far more powerful.
These two fought in an early Strange Tales issue.
Loki sent a hologram of himself to earth and took
Thor's hammer away. Dr. Strange intervened and battled
Loki's hologram and had a hard time. He even stated that
he could never match Loki's power. Granted this was a
long time ago and Dr. Strange is certainly more powerful now,
but he's still a human sorcerer. Loki is a god sorcerer.
