Helping sourcing a quote?

In another thread there was a quote which was not referenced:

Does anyone know which comic this is from?

I was also under the impression that the comic contained Jubilee's definition of mutant levels as they were discussing it.

Absolutely any help would be massively appreciated.

I know she was scribbling loads of shit in Gen X but I don't remember Xavier appearing or even talking with Emma on the phone in that issue.
