You are funded ten billion dollars to pay for the expenses of a super team. Some members will cost more per year depending on their power ratings. Mainly due to the destruction that they may cause in property damage per year. This also allows them to draw a pay check, and any other expenses that occur in the field. They all make the same starting salary per week (in case anyone wonders). Some will naturally cause more collateral damage, which is why the more powerful members will cost more in terms of insurance.
You can only choose up to 7 members.
Street level characters cost 500 million
Meta level characters cost 2 billion
High Meta characters cost 3 billion
Low Herald characters cost 4 billion
Mid Herald characters cost 5 billion
High Herald characters cost 6 billion
You can choose characters that have died as well.
Who do you choose, and why would your super team be able to deal with the threats that teams like the Avenger's, and the Justice League handle on a day to day basis?

Power is one thing, but do they have the ability to work as a good unit? What happens when you require subtler means of gaining information? What happens if your only back up is taken hostage? Or incapacitated?
Loki is basically a mini Cosmic Cube. He can do almost anything with his magic. Shapechange, teleport, read minds, turn invisible, turn intangible, travel between dimensions, augment his physical stats, transmute matter, force fields, possession (?), fire powerful magical bolts.
Silver Surfer is basically Loki+.
Thor is.......Thor. High herald level physical stats, planetary weather manip, FTL travel speeds, space warps, energy absorption/redirection, Godblast, and other haxx powers Mjolnir has.
You want subtle? Call Loki. You want a schemer and tactician? Call Loki.
I defy anyone to come up with a better team with the stips you mentioned in your original post.

Hulk and Nate Grey. Both amount to 5 billion each as mid heralds. Nate provides with a decent amount of versatility without going overboard(which is abhi's qualm), while Hulk provides a decent level of raw power to supplement said versatility.
Edit: And they have worked effectively as a team in comics before, so they definitely seem to be as well suited as any team in this thread, including yours, pym-ftw.

Elektra- 500 million - badass, also a source of sexual tension.
Longshot - 500 million (I negotiate that term with the insurance company as having him around ensures less collateral damage thanks to him being lucky)

1000 Ms. Marvel Rogues with Box's technopathy, Tony Stark's smarts, Longshot's luck, Captain America's Super Soldier Serum, and Black Panther's/Captain America's skills and shield
1000 Multiple Men in Iron Man like suits with a vibranium laced exterior (from the shields), Insider Suit capabilities, and training from CA/BP
Iron Man (Box and Tony create the suit) and add vibranium to the exterior.
Box + however many robotic Sentinels he wants to make.

A lucky Rogue with experience from both Captain/Black Panther and technopathy/multiplication should a fight be necessary.
I'm glad you realize that's the only thing stopping them. In terms of power/versatility no team anyone can come up with is doing better with the stips mentioned.

So, you'd rather create a team that has a success ratio of about 10% because Loki will 90% of the time decide to be his usual self rather than create a team that will actually work together and still be well rounded?
Also, a Thor/Loki team up is absolutely screwed if they are facing someone who can take away magic or is immune to magic - Black Alice comes to mind. Having too many eggs in one basket (in this case magic) gives you a flaw in the armor - besides the most obvious which is Loki's own personality.
Even beyond that - my own team would wipe the floor with you. 1000 Lucky Ms. Marvel level Rogues all doing naked kamikazes on Thor/Loki would drain their life force + powers.
Sure. Unless you get unlucky and only bfr/mindrape about 200 of them. Both attacks which can also be blocked or fixed (Iron Man psi shields and teleporter). Any attack/defense you give against my team will just result in us being lucky and you being unlucky. Given the sheer numbers advantage, the ability to synergistically mesh powersets and abilities between my team, and how lucky we will be, I'm pretty sure Loki/Thor don't get the award for being the greatest combination in this thread.
