DC has the better ratio of strong to weak characters, because Marvel has so many bottom-tier characters. But numerically I'd say Marvel has MORE powerful characters, due to the vast number of cosmic entities. But generally the average DC character is more powerful than the average Marvel character.

DCs characters are made too powerfull. 
Marvel has the the better characters my friend.
