Its hard for me to find any information on these two that isnt beyond vague. So here I turn to the KMC members, out of these two who is the stronger??

Its available as a GN...
In that story arch Parallax first reveals himself, and destroys everything that exists, and starts to create his own universe, and then Spectre intervenes....

Though read Emerald Twilight (and I guess RoS) first as it explains about Hal going nuts... and if you wanna be totally stupidly accurate, Ion is far more powerful as Parallax alone has no power but has to use others as hosts...
