Ripped from another comic forum, curious to see how the answers are different here.
The idea is that Hulk (post WWH after he goes all glowy with energy) somehow gets transported to the DBZ universe.
This will be post-Buu saga, before DB GT began, basically right around the time where Goku meets Ubuu at the very end of DBZ.
Hulk trains with Goku and learns to master his Chi - instead of just being a wild beast with out of control emotions, he learns to harness and use his green energy that was seen when he was War Hulk and also at the end of WWH #5, to be able to use it to throw Kamehameha's, move at DBZ type speed levels (of the English version of the anime, meaning faster than light travel level speed), and amp up his energy to form a SSJ type level of Hulk (so energy levels at or exceeding the levels where he stepped on the ground and shook the entire eastern seaboard, except now under precise control).
So we now have a version of the Hulk that can sustain SSJ level green Hulk energies, use them for energy blasts and control, and move at speeds approaching or exceeding light speed while fighting, and knowing martial arts type moves instead of just basic punching and kicking. In this scenario he trains with SSJ 3 Goku for a year to harness and control his green energy, so he can fly as well.
He fights up against Superman after Superman gets a ten minute sundip. Since Hulk has learned to control his energies, he starts off in his SSJ-equivilant form, bathed in green energy, cackling with lightning bolts. The arena that they fight in is a 5 mile wide indestructable sphere, so no BFR. Superman is bathed in sunlight the entire time.
With those conditions probably Hulk. But I would like to point out the Z-fighters can only exceed light speed with by using IT, which takes several seconds to activate.

Um Post Miek Hulk would take Superman without all this, now he gets to learn to use in fight superspeed in ways Superman wishes he could as well as MA skills that make Superman look like a baby?

On the English dubbed version, it's mentioned during episode 4 that faster than the speed of light. He literally says "he's faster than the speed of light". Fast forward to 4:13 or so.
