I'd say Blake due to his superior training. Drago has never shown anything but crazy punching power which can mean nothing against a physically weaker but more skilled opponent
Drago is a professional Boxer, and the Comedian is a Brawler.
Drago's hardest punch made Mike Tyson's look like a joke. It even surpassed real-life Capoeira master Latif Crowder's hardest kick by almost a thousand PSI.
The Comedian proved capable of besting a young Ozymandias in hand to hand combat. The Before Watchmen comic series "Ozymandias" has the super-genius inducing compound fractures on the playground as a mere child, effortlessly hospitalizing armed groups of hostile foreign gang members, and taking apart armed guns before they can be fired at about the time Comedian beat him up.
But the comics are irrelevant, as for the movie the Comedian is still superior simply because of his durability. Leaping from Archy which was levitating at least 20 feet off the ground, and surviving having his face smashed through a thick layer of solid granite with only a re-opened cut. 2500 PSI might not be enough, especially considering it wasn't enough for Rocky, certainly wouldn't be enough to beat the Comedian, who's physical and martial prowess, as well as killer instinct, far exceed the American Champ's.
The Comedian could probably get in the harder hits, and is a better all around fighter.

Even the physically weaker (For verification, watch the fight Blake had with Veidt, even as an old man, he physically overpowered Veidt) Silk Specture could snap a man's bone with a single palm thrust, not a hold, just a strike.
It seems to me that the most deffinetly superior fighter, Veidt, still had a slightly harder time of it beating down blake. Compared to him putting down Kovacs and Dreiberg with relative ease. This gives us a benchmark as to his damage soak and speed. Drago was just a really stong and pretty skilled boxer. Whereas even a 60 year+ Blake was still in good fighting form. I can only imagine what Blake in his prime could dish out.
He still had his faculties though. ie was no KO'd.
Considering Veidt picked up his 240+lbs frame up and over his head as if he were a rag-doll and Veidt's other strength feats, I can assume it had a tremendous amount of force behind it. Enough to break marble with a person's face.
