I'm not a comic reader, but I'd wager your immortal soul that Batman engineered an elaborate plot well in excess of that, likely involving time travel and manipulation of gods.

Well, here's the thing. Thrawn is a brilliant admiral.
However, he did tend to misjudge non admiral thing. Underestimated Talon Karrde, misjudged Mara Jade, just how crazy Joruus was, overestimated the loyalty of the Noghri, and so on. He purposefully cultivated the image of perfection, but he did have spots where he was less good at judging things.
He is almost without peer at moving around military assets and defeating naval plans, which is a lot different than what Batman does.
Thrawn without a doubt would beat Batman at controlling forces, however Batman would focus on making sure who's better at controlling forces doesn't matter.
