It was Limbo:

The reason Limbo appeared so miniscule is because Supes was looking at it from the Monitors' plane of existence(the 4th dimension.) As you move upward on the dimensional scale, lower-level objects/dimensions become vastly smaller, relative to you.

We saw this years prior when Supes and Orion viewed the 3rd dimension/mainstream DC from the 4th world:

As much as I love The Spectre I don't think I could give him the win either even with this huge amp, considering how powerful DC comics makes the Monitors out to be and what CA Superman was.
