This is actually a very interesting Question. Need time to think on my answers. I'm sure there's some high herald somewhere without resistance to telepathy MewTwo could get wins over.

Can someone remind me what all rankings and levels there are? When I hear "herald" or anything like it I get thrown off because I don't know where that is.
Ok. I usually work with a system of terms such as street, planetary, cosmic, so forth, and I still don't fully understand it either. Thanks for the tip.

MewTwo has casually mass mind wiped, I don't think he's shown mind control power, but he can certainly read minds and mess with memories on a large scale.
His real prowess is more in line of destruction. He's lifted islands and passively maintained a storm that would apparently have destroyed all life while battling his rival, his telekinetic power output is massively in excess of a nuclear bomb per second.

His telekinesis is as stated capable of manipulating the weather to create a planet-wide storm, as stated, and he's showed some decent telepathy, albeit not on the scale of Charles Xavier. He can create energy bawlz and force fields and shit while fighting the similarly powerful Mew, and is physically superhuman, being able to react faster than Alakazam, whose mental faculties are superior to any super computer (He's a psychic). This puts Mewtwo's reaction-time into the relativistic range. Strength-wise it has been so long that I can't really remember, but IIRC he did physically overpower a Rhydon or some shit.
