On feats, I don't think he passes a few lurking around Marvel. But then, I never much bothered with the nuance of incomprehensible abstract power gauging.
Yeah, his insanity is what allowed Joker to adapt to omnipotence easier.
Anyway, without beings around who can specifically tell Marvel how to beat Joker(as was the case in the EJ arc), I'm hard-pressed to see anyone under LT stopping him.
Very early in the story, Mxy stated that Joker's influence had spread into the higher dimensional planes: http://i.imgur.com/Mdq1s25.jpg "All five dimensions gone haywire." And as we know: higher dimensional planes(like the 4th World/dimension) are infinitely more vast than the prime 3d multiverse.

I always worry a bit when I agree with Tony. Moreso when a Galan scan slap disagrees with me.
Anyway, Spectre is notoriously all over the place power-wise. Yes, I know what he should be as the #2 after the DC God, but how often do we see him job out to wayyy lower levels? The collective evidence is pretty strong, but I'm not so sure I'd hang EJ's hat on the Spectre thing too much.
I can't really get into this too much; not my wheelhouse in the least. I just remain skeptical that the 2-3 (at least) universal and/or multiversal reality warping entities couldn't at least match EJ. Like, say Jaspers goes at it with him, the Pheonix comes out of hiding, and the Illuminati builds the IG for one of them to wield (let's say Cap, because lulz). And LT shows up. That's some heavy competition. Or Cpt. Britain uses his multiverse tuner...er...thing to collapse reality onto Joker. That last one probably isn't a thing, but you see my point. There's probably half a dozen I'm not thinking of.
This is a stupid question. Jokers insanity is all he needs to take over the Marvel universe. He kind of beats Batman sometimes I guess, which makes this spite. He or that one thug that knocked Batman out that one time could easily conquer the MU. Read comics, learn stuff irrelevant to actual life.
Also remember that no prep was specified. This is important because Joker was able to remake the entire earth(and all of its inhabitants) in his image within 69 seconds of initially gaining Mxy's powers: http://imgur.com/7bBkjn7
...And once he actually gained a degree of control over said powers(which, I'm assuming, is how he would start off in this battle), he was able to destroy and recreate the entire universe nigh-instantly(see above scans.)
Point being: I doubt Marvel earth would even have enough time to come up with with some uber plot device victory. /shrug
