Does longshot have the luck it takes to make bullseye miss?
does Bullseye miss?
Does anyone even care?
Or does the Hulk come in and smash these characters cause they just ....plain... suck?
Longshot's luck varies. His abilities make it so that he could also have very bad luck. Bullseye has missed a number of times before and Longshot isn't shoddy with his throwing skills and he's terribly agile.

What the hell? man I'm just saying for the circumstances of this fight that longshot is having a lucky day. If he wasn't it wouldn't be much of a fight.

According to Darksaint, statements > feats. So it doesn't matter who or what Longshot has effected, all that matters is that Bullseye is never supposed to miss and therefore nothing Longshot has done in either luck or agility would change that.
In other words, Lester not getting a bullseye is a real longshot!
LS luck doesnt vary at all. It is completely consistent.
Most probability altering doesnt have much of an adverse effect.
When however he uses his luck to make something very highly improbable occur there is a counter bad effect of bad luck to balance it. That bad luck doesnt fall against him but others near him.
Also when he uses his luck for something that is personal gain then the shit hits the fan. For example he used his luck to get a free meal and the food truck exploded.
Using his luck to just make something not hit him is child's play to LS. Just ask Juggs. He toppled a building on him and not one thing hit him.
