Legend may place Valkorion in the same sphere as the Ones, but Tempest will always mark Palpatine above him. So no matter how hard Legend tries, Legend!Valkorion will always be inferior simply by virtue of "Tempest!Palpatine's" existence.

If this were who i agreed with more, it'd obviously be Tempest, but you have to admit LeGenD's hard drive is deeper than the Smithsonian when it comes to Vitishit.
I would say Tempest since his Palpatine is actually a Universe buster while Legends doesn't believe anyone can do that except maybe the Bedlam spirits.
