Where have you been? All of that stuff about Goku fighting evenly with Beerus has been thoroughly retconned to the point where Whis points out that Beerus was taking it easy on Goku the whole time. Nowadays, Beerus is touted as being able to effortlessly stomp even the likes of SSB Goku and Golden Frieza. Goku is not on Beerus' level . . . yet.
When Beerus said he was fighting at 70% capacity, he was obviously scaled up to a "pay to win" free to play WoW clone standard.
You know, the type where you play for every hour of every day to reach a quarter of the levels a guy who paid five bucks vaulted to in a minute. Beerus is what they call a "whale", and must invest heavily with all the sleep he does.
