Piccolo remembers he knows the mafuba, conjures a bottle and disposes of Zamasu with little effort. He then wonders why he didn't do this against Raditz, Nappa, Frieza, the Androids, Cell or Buu.
In that case, Piccolo. Goku beat Zamasu with SSJ1, and Piccolo's clearly grown beyond that.
