He was actually shrugging off Val's best shots. And then punching a piece of granite into his face KO'd him.
So, an indirect attack with a substance he could punch through like foam succeeded where a direct attack failed.

But to answer your question, he's gone toe to toe with Superboy/Mon-El for short stints.. Never close to beating them, but he's a pretty formidable brick.
Which is useless against Logan's claws.. His real strength is the Atomic Axe. Cuts through just about anything in theory (Not to say you won't find examples of it failing, like against Mon-El's arm. But thus is the game of inconsistent comics)
For example, a swing of the axe cut gravity, and left everyone floating. (Lol, he "cut off gravity". No way that pun wasn't in mind when they wrote that.)
It also cut through a Sun Eater (Which are basically big clouds of gas), neatly dividing it into manageable segments.
Against Mano's hand, which disintegrated a planet with a touch, it caused a massive backlash that threatened even Validus (First showing however, talking coherently and nothing like the feral monster he was fleshed into..)
