Android 17 is weaker than base Vegeta and Goku FACTS
We know that it took 17 and 18 both to beat Ribrianne and Rozie where Vegeta base form could solo them both. We know that 17 and 18 were helpless inside of that black hole and that it took a weakened and exhausted Goku to save them.
Android 17 is about as strong as 17% of Base Vegeta
Roshi seemed dead even with Goku, yet could hold his own with Tenshinhan, who was stronger then Tao Pie Pie that Goku got two shot against.
I bet modern Roshi could beat base Goku.u

He's faster then sound, which makes him faster then #17, and his sword would cut him up the same way Krillin's sharp hard light razor wheel cuts everyone (Where energy projection does not hurt anyone. That proves their defenses are geared towards energy, while physical attacks like the disc or a sword go through them.)
