In canon Palps was too mad and couldn't focus. In Legends he had his death planned as a plan b to test his cloning process in case plan A turning Luke didn't pan out.

Plot, or as the DE endnotes state, he was prepped for any eventuality and didn't particularly care that he died, and as the DE sourcebook clarifies, he used his death as a method to root out the weak and mutinous in the Imperial Hierarchy.
