He one-shot the entire Justice League [Wonder Woman, Aquaman, Flash, Cyborg, Jessica] and then Superman in a few punches.
That's a bit above Damage, who while superior to those same people [minus Superman], doesn't go around treating them like fodder.

Interestingly they both have stipulations on their powers. Damage has a time limit, and Gotham's powers shorten his life span the more he uses them.
