my mistake...it wasn't Glads it was Cosmic Rider, but he was standing there with him when the statement was made so it was alluded to that CGR was the fastest in his group and even he couldnt catch Nova. Also bear in mind he was beaten badly at that point.
It was Infinite Crisis, and the less powerful Golden Age Superman did it too, total PIS.
