Dr Strange is ONLY using h2h abilities. He can call upon his magic ONCE per fight, and only then to enhance his punches/kicks (but not durability or speed. How does that work? MAGIC!!)
His opponents see a guy with a neatly trimmed goatee. They too will not use their meta abilities, only h2h skills. If they have enhanced strength or speed, they will hold back, because I as OP say so. However passive abilities like DS' 90% brain use (or whatever) are still in play.
1. Green Arrow (pre-52, after undergoing training, but in street clothes and no gear)
2. Moon Knight (full moon, in a tuxedo because he's at a party)
3. Deathstroke (in his pajamas)
4.Elektra (no weapons, no weird TP powers. No Stilt, she is fully dressed).
5. Iron Fist (he can use it once, and doing so tires him out immensely, and he knows this)
6. Batman (as seen when WW blindsided him - no Batsuit, no gear, nothing).
Go!
As OP, I reserve the right to add further stips/clarifications as and when smartarse posters try to find loopholes

Strange has admitted himself he's not on Iron Fist level.
Elektra is good enough to give Danny hell, even forcing him to cheat w/ a point-blank chi blast in order to win.
A good sparring partner for Strange would be someone like Storm, I think. They both tend to rely on their powers most of the time, but they can kick ass in h2h if necessary.
But he shouldn't even need it against Strange, amped or not.

You know how devastating the IF can be. Stopped a speeding train way back in the 80's, took down Bres, punched into the heart of Null, etc. In terms of area of effect damage, he's virtually a kung fu Nitro, and not just any Nitro but the one who kicked off Civil War.

The top scan is always shown when someone wants to play up Strange's rarely used h2h skills. But all he did was dodge one attack and then used magic to defeat both Black Panther and Mantis.
Strange was actually surprised attacked twice in that issue, Mantis kicked him when he was in disguise as an old woman. Also Black Panther got a hit and grabbed him, so Strange had to use the eye of agamotto to free himself.
