The writer has a habit of poking fun at US politics. The muscle man is the alpha fighter of the series, anti-hero, like DC comics Lobo in a way. Lives to troll, murder, pick on his son Baki. The US can't beat him, so they pledge an oath not to get in his business, in exchange for not being crushed.
So here, you see Trump arguing not to take that oath from Joe Biden. Hanma falls asleep mid rant, Trump tries touching him, and gets smacked around by a sleeping Ogre (Hanma Yujiro's nick name)
