Wonder Woman. Memes aside, unless you considerably outgun her physically [he is considerably inferior in strength/speed], can resist the lasso's various hax, and fight in a tactical way supplemented by the aforementioned strength/speed and lasso resistance, to get past her bracers/sword, you're going to have a bad time. There's very few characters who have the combination of all of the above.

A character who somewhat nonchalantly tanks Hulk's attacks w/ no magic weakness whatsoever is supposed to lose here? Oh wait, just as long as he does worse than Superman... right.

Wonder Woman isn't going around busting planets. Surfer beats the crap out of those who do. And unless you want to extend this KMC myth that Surfer is a H2H featless glass cannon, he physically pounded the crap out of Beta Ray Bill.

Surfer has no way of really hitting WW as her defenses are too much.
She has FTL reflexes, grade A battle speed, bracelets that can double as an Aegis shield. This ignores your false implication abou5 the BRB scene (BRB has severely compromised from the board prior to receiving punches from Surfer). Unless you think Surfer can do that without hitting BRB with the board first.

Surfer wouldn't be immune to WW punches and kicks as she is able to harm Surfer's physical superiors.
Surfer wouldn't be immune to WWs lasso or sword either.

Imo
WW does better than Superman because of her defenses, speed, and equipment. Superman has red solar weakness (not that it's an automatic loss though).
