I allways pushed RATM past convential rock for many reasons.
A) the bassist has a much different roll in "traditional" rock, Mainly laying down the chords and backing up the guitarists. Commerfield had his own licks and was a frontline roll in the band, in somesongs, his basline was more complex than the gutar.
B) Morrello uses way too many effects to be classifyed as rock. Most rock gutarists focus more on the chords and have a different style than Morrello...
C) The Drums, while the most "rock-ish" part of RATM, his lack of tom fills push his stly mor towards Jazz or Metal than rock...
I swear there are parts in Sleep now in the fire, that are a modifyed swing beat...
D) Zack, dur...

There is no way I didn't forget at least one band but this is what I've got for now.
BTW about Rage being metal or not, if I had to categorize them I'd have to go with something like Rap-Core Or Rap-Metal but that would just be out of lack of options, I agree most with TP, their uncategorizable (I think I just invented a word ).
I was just trying to be "politcly correct", to spare me long arguments on how I dared clasiffy or not classify a certian band as metal.
I don't see how APC could be concidered metal either but I've heard them being called metal on numerous ocasions so I was just being safe.
Arguably metal basically meant that I think their metal but I'm not sure everyone would agree with me so I was playing it safe.
As for Industrial and hardcore, they never had clear guide lines IMO. One person says metal another hardcore and some new metal so there's no winning. I leave the decision to people like you who can point them out for what they really are and understand why (at least I think you can), so "Arguably Metal" was the easy way out for me.
If one day I find someone who can spare the time to define each and every genre for what it is and what makes it so, then I'll be glad to participate in a debate about genres but for the time being I rely on what I hear from other people.
I don't think NIN have been anywhere near as industrial on "The Fragile" as on "Pretty Hate Machine". It's much more melodically driven.
"The Downward Spiral" has industrial elements and obviously NIN bang out the occasional pure Industrial track. Metal/Industrial.
APC have much more Metal sounding guitar riffs I think. "Sleeping Beauty" is more Metal than perhaps anything Tool have ever done in terms of sound. Save for "Ticks & Leeches" here and there and "Hooker With a Penis".
i dont think there is anything other than metal that you can put Pantera in, maybe Metal sub-genres. their oldest stuff was Glam (pre Anselmo), their more recent stuffs probably Thrash if its anything.
and while Rammstein are metal, i'd almost say Industrial over metal

Yeah, I've always said NIN are way more than industrial. However, the majority of their stuff is heavily rooted in industrial. Broken, Fixed, TDS, FDTS etc. The Fragile is just beyond genres. I'm very excited to hear what route he's taken on With Teeth, I've deliberately kept away from the little info there is about it, I want it to take me completely by suprise. Like Deftones & Tool, NIN manage to radically reinvent their sound with each new album, anything and everything could happen.
Thats true in some cases, but APC have done way too much progressive/acoustic/semi-psychadelic stuff to ever be considered a metal band surely. Most of Undertow is pretty damn metallic.
