i never used the irfanview either, but in photoshop it works both ways.

How do I adjust photo dimensions?
Hi guys,
can you guys recomend any software which will make me choice my own pixel sizes of photo?
I remember KMC had one to use on peoples avatar but that was a couple of years ago.

Any art program will allow you to change the size of an image, Photoshop is one of the best but there are free image programs out there you can search for them.
