Thor vs Silver Surfer fights all have context. And obviously context matters. I mean if you look at the even somewhat relevant fights between the two(and other thor like characters, they still have context)
Mighty Thor 3-5: Surfer and Thor are shown on a fairly equal standing. Context: Surfer was holding back quite a bit while Thor was going all out, Thor was wounded, but his pain tolerance is insane so that shouldn't have been a problem, Thor had special Asgardian armor very similar to the one he had in Fear Itself that amped his durability
Beta Ray Bill: Godhunter 2: Bill gets stomped in H2H by Surfer, something Bill specializes in compared to Surfer. Context: Bill isn't Thor, but they're pretty close to equal in power
Thanos imperative 4: Surfer blitzes and two shots Canver-verse Thor. Context: Not technically Thor, but in Realm of Kings 1 Cancer-verse Quasar was said to be equal to 616 Quasar
Avengers Annual 11: Surfer(Stated to be holding back in the same comic) says he could've one-shot Thor and Thor agrees. Context: It's just a statement
The rest are so weighed down by context they honestly aren't worth mentioning
Even in Fraction run, Surfer was just his punching bag and couldn't do shit to him when he actually tried (he hurt himself trying to hurt Thor) and Thor literally caved his head in with a headbutt.

Wait what? At only one point did Surfer take any actual damage and he healed it off instantly, Thor had a bloody forehead from the same attack, he was obviously hurt. Surfer is obviously holding back, he doesn't want to fight. He's saying "Don't", "Wait", "It's never too late", while Thor is trying to attack him. Yet still, Surfer's casual energy blasts matches Thor's going all out lightning, he catches Thor's hammer, only by surprising him with a headbutt can Thor actually get anything off on him.
He hurts himself on Mars and Thor no sells his point blank blast.
Anyone who thinks Surfer looked superior to Thor under Fraction is BSing himself. Thor went toe to toe with two worthies, Surfer shat himself trying to fight just worthy Attuma.
Worthy Ben beat the utter shit out of Rulk in a way that was BDSM porn. IIRC Fraction also said Worthy Ben was up there. Realistically speaking, Ben with a Mjolnir lite weapon should stomp everyone short of Thor/Surfer/Hulk. Except Invisible Woman opening a bubble in his lungs apparently lol.
Regardless, Fraction Thor would take a massive dump on Surfer’s soul. He was blasted to Earth by the Serpent (At peak, pre Aaron pussification when every demon in Marvel shit themselves), and proceeded to beat a massively amped Hulk (Sorry carver, but Null alone would take Hulk much less Hulk+Null) and was massively weakened when looking like Surfer’s pimp.

Well the internal bubble is quite the attack. If you consider her bubbles have stood up to Terrax's attacks etc, now imagine it opening up internally without any ability to break it...it would work on quite a few characters.
