Tbh, that’s true. Sue Storm being able to open up a force field in your organs and expand it with the same durability she’s used to shield tidal waves is a ridiculous OP move. You have to blast her into submission with power and speed instantly. Doesn’t help that she’s also ridiculously powerful but holds back, and when she usually does inside force fields, she’s extra pissed already.
Typically, Classic Thor and Surfer have been peers. Thor may even have the edge in their conflicts, if one can parse the various extenuating circumstances of their engagements.
That said, there's something about Surfer's mythos that makes it more likely than Thor that he will occasionally be presented as an above top tier guy. Surfer' interaction with BRB on one occasion was an example of this: Surfer was flat out said to be more powerful than BRB. But these are just occasional episodes.On the average, Surfer is basically on par with guys like Thor and Gladiator.

It was stated on panel that RUlk was holding back by not using his energy absorption powers during his fight with Worthy Thing. Invisible Woman beat him by cutting off his oxygen supply via bubble in the lungs.
Worthy Auttama aka Nerkkod was manhandling the entire team of Alpha Flight and knocking around the new Defenders : Silver Surfer, Strange, Lyra She Hulk, Namor, plus that mutant with the disintegration powers, etc...
Kuurth was fighting evenly vs Colossus with Juggernaut's powers.
Mokk was trashing Iron Man and multiple automated IM robots being thrown against him.
Skirn and Greithoth were laughing off attacks from the Young Avengers and no sold a gigantic explosion that destroyed Pym's other-dimensional mansion.
Nuul was wrecking the vampire nation, fought with Thor (till Thor BFRed him), and was powerful enough to destroy his own hammer.
