That is a cover by him, as most of his song doesnt this guy have talent enough to make his own stuff. This song was form the original movie MASH by Mike Altman & Johnny Mandell and was later covered by Manic Street Preachers before Manson covered it in 2000.
The song should be called "Manon is talentless"

that tells more about the one commiting suicide inspired by this song. If you look at the lyrics it is about alcoholism, very much like what Ozzy was at that time so it is a kind of self biography
