This isn't Fox.. it a a trooper of the 2nd battalion on Utapau. And it isn't only one trooper... - I can proof it with pics, that there are more troopers with that armor
And you can't recognize Appo in the 501st... he has no rank-markings or something...
Same with Thire... - if we hadn't the script, we wouldn't know that the speaking Shock Trooper is him...

Well, but actually the 501st is bleu. And Fox is yellow and troopers like him are shown on Utupau.

It is no "he"... there are more of his "kind", with his armor...
The general guess is, that that "he" is a simple trooper of the second battalion on Utapau. Maybe this special one is a Sergeant, but NO ARC
