Here it is,
after hitting "Post new thread"
the last option you can choose is:
Post a poll: Yes! post a poll
Number of options initally: (Maximum: 10)
(that's standard fill in)
then hit submit new thread,
you can make your answers after that one
Submit new thread

They're posted on a ratio like 1000:1
