Hulk tagged the silver surfer which speed is much faster than Superman duh, hulk's strength is unlimited stated by beyonder which is most likely an omnipotent

Hulk stomps. This is a being outside of the Herald tier and this has been consistently shown. He takes on teams that consists of elites and holds his own. That's why Annihilius sought Hulk power out and this is the reason Hulk power took Annihilius in a tier of his own.

And after awesome rampage of Red Hulk (his peak was when he took power cosmic from Surfer, only to be stopped by Galactus) was he ever relevant again?

Yes, his last fight against Hulk he was relevant. He absorbed so much radiation that no force on Earth was able to stop him (minus Hulk of course).
