i dont know ush. the movies have never hinted that they are police. perhaps a type of agent and diplomat...but doesnt being a police officer entail patrolling and enforcing law on the general populace?
rather than patrol, the jedi are either dispatched or are in the process of following leads. however if the mos eisley cantina is held up, a slave is illegally traded or there's a deathstick dealing druglord on the run, i doubt the jedi give a shit.
But I do agree a bit with PVS. It does seem that Jedi get sent in when the situation is pretty precarious. So they qualify quite a bit higher than average policemen. Maybe they're inspectors...
Well, Goerge Lucas likens them to Old West Marshalls.
We only ever see them on spectacular missions, but their job is to enforce law and order. And yes, local law enforcement would do the majority of the work, but that doesn;t detract from a Jedi's basic job.
