I wish I knew more about Blade to give a better evaluation, but as he's illustrated to be rather fast and decently strong, he could possibly take on Silver Samurai.
However, Silver Samurai isn't a slow poke himself. He was nearly fast as the ronin Yukio and even without using his mutant abilities of channeling energy to his weapon, from last I remember, he had ownership of the possessed black blade that easily matched against adamantium.
His armor rend him really impervious to physical arm, so the face would be the point where Blade must hit, and he's very trained in aiming at the head of the target, also his titanium sword and the other hand to hand weapons mixed with his strenght would grant him serious chances against SS
