Wolverine cut blob with his claws so i guess the tentacals would pinch him enough to harm him, on the ground or not.
Blob's main power is his resistance to injury, not that he can't be moved. That's just a bouns.

I'm going to go out on a limb and say Blob wins.
As long as he keeps advancing on Doc Ock he should be nearly unstoppable for the poor doctor. Of course, if Ock is allowed some prep time to use some of his awesome weapons and machinery...then Blob would be toast.
