Ok guys, here's what I've put together so far. I still plan on making a thread to discuss the tourney once the current one is over, but here are some preliminary "rules" (though they can certainly be changed).
Remember, this can all change...it's just a start...
Number of people: In the interest of including as many people as possible, 16.
Number of picks: With 16 involved, anything above 3 would start to get difficult (more for some than others). Right now, set at 3.
Fight format: Still torn between 'team' and 'amalgam'. Will be decided later.
Draft format: This was suggested by Scoob earlier...Each member will PM me their pick for round 1, then 2, etc. (I'll make threads for each). If it's already been picked, I will PM them back and tell them to pick again. Once 16 are picked, I will post all 16 so that other can eliminate them from their list of potential picks, but will not say who has picked each person (so that full teams will not be known so one person can't pick based upon another's strategy). At this point, if there are any problems with other people's picks (you think they're too powerful, etc.) it can be discussed. You will know who you are fighting and when, but not your opponents picks until the fight begins (eliminating the need for pre-fight write-ups and making people debate on the fly). AT least quasi-informative links must be provided, just like this tourney.
Mind/Body: If we decide on an amalgam format, one of the 3 picks body's will be chosen as it has been in this tourney. However, you will get everyone's "mind" so all of you powers will be utilized to their full extent. But the minds will have to "work together"...if heroes are mixed with villians (think Batman/Slade) it might not be so good (a perfect example would be Loki/Thor...if they had to share control, they'd ruin everything). This will give everyone full control of their abilities, but still keep a layer of strategy to the "mind" portion of the amalgam (if we do amalgam).
Voting Eligibility Date: Will obviously be changed (for the current tourney, it's May or earlier). It will be determined closer to the start of the tourney.
Limits: In general, the limit is "powerful street level" which includes up to Spider-Man and his villians. Presumably, the "upper limit" of the tourney is Carnage, though some others might be at or near his level.
-Strength: Class 20
Speed: Enhanced Human (Spider-Man limit)
Durability: ?? (Luke Cage?, Diamond?, Black Panther?)
No magic
No telepathy (Psylocke is ok though)
No phasing, illusions, or invisibility
Energy Projection Limit: Upper limit is Cyclops (though the take-off-visor trick is still problematic). Acceptable choices would include Gambit, Electro, Shocker, etc.
Sign-Ups: A specific thread will be started to sign up for the tourney. I will post when I will make it. No one is guaranteed a spot...Although, I'm thinking about reserving a spot for the winner of this current tourney. Other than that, no assured entries...anyone who is a member will be eligible. Others can sign-up afterwards as 'alternates' in case someone drops out.
That's all I got....I think it's a decent start, but keep adding input. The draft is weird, but cuts down on last second switches to combat someone else's specific strategy (though some of that may happen anyway since everyone will see all of the picks, just not who picked them). And I'd plan on doing 2 fights a week to keep things moving. The tourney itself would take about 2 months (15 total fights)...and with drafting and such added in about 3 months total.

Couple things I missed...
Standard equipment for all characters (I'm not knowledgable enough to know what each character's standard equipment is, but Bats will at least have a few batarangs and his "latcher" and whatever other standard stuff he normally has, Cap will have his shield, Daredevil will have his cane-weapon thingy, Wolverine will have a couple fanboys to use as a human shield, etc.)
And as long as they meet the criteria set for the tourney and you can provide a credible link for them, they don't have to be from comics. I thought of a few ones from outside comic-dom that would be acceptable and fun to use, so why limit them as long as they're within the rules.
And Longshot is banned...hehe. Though there's plenty of other random abilities that can sneak in.

Any thoughts on a durability limit? How impenetrable is BP's vibranium armor, or Cage's skin?
Also, pros/cons on team vs. amalgam format are welcome too.
non comic characters.... hmmm.... like who? Street Fighter? other games? film characters?..... sweet...... i actually just came up with a few ideas for picks mid sentence there
Just remember, you need a link for the non-comic characters. In my musings, I found that to be the harder part. And the link might not have exact levels like Marvel/DC, but it has to at least establish that the character is within the limits set by the tourney.
Personally, I found a couple I might have used from fantasy/sci-fi novels, and one from a video game series. Wikipedia is a useful tool sometimes...I found some credible bios on there for lots of off-beat characters.
BP's suit absorbs a lot of kinetic energy, but it can be cut and I think torn, so thats not much of a big deal. Cage is tough... I don't know much about him, but has he ever been knocked out before? If it takes a class 100 or near that to actually put him down, we might wanna exclude him.
Well, by that account, Spidey/Venom/Slade, etc have all survived Class 100 punches (but they were beat up to all hell). But a proper amount of energy, a sharp enough blade (or claw), or enough hits from a decently strong character (I'm thinking a dozen or so blows from Cap's shield or something similar), should all take him out or at least knock him for a loop.
Any other thoughts on Cage? Is he too tough to be taken out?
Ok, so for now no Luke Cage. Black Panther seems fine though. The limit for durability will be "below Cage" for now.
Also, as far as energy projection goes, Cyclops seems fine as an upper limit (so no Havoc, etc.) but I'm thinking about making it so he can't take his visor off...because that's a technique that's pesky at best to deal with, and I could see someone riding the take-off-visor strategy to the finals. Thoughts?
Which reminds me...Hawkeye? I think he's too powerful but I honestly don't know since technically the only power he has is incredible aim (and Bullseye certainly isn't banned).
And Carnage? He can 'drain' someone's life...he seems like he might be a little much, but Spidey can hang with him so I'm not sure.
I agree, no Cage. I dunno... how big is the visor-off blast? I mean, unless it coversa huge arc, I wouldn't have a problem with it. Hawkey... he's just a human durability archer. So long as you limit his arsenal a bit (no massive area effect arrow tips like mini nukes) he should be fine. Carnage... I don't really care about. Maybe make it so he can't drain life but can use his other powers, that's what Scarlet Spider came up with when I was thinking of using Sauron (the dinosaur one) on my team during his tourny.
Hmm...yeah, Carnage should be fine. He'd have to really have a hold on someone to drain them, and most people will be fighting back so it shouldn't be a problem. Besides, one pick does not a team make (except in Strange's case). But I could probably say something like "Carnage can use draining as a tactic to weaken an opponent if you think he'd be able to, but is limited to weakening his opponent...that tactic can't count as a win." ...like the current tourney with telepathy...we can use it, but can't shut the person's mind down (stupid speed force!)
I think I'd have to limit Cyke to 'visor on'...the blast arc is pretty huge, and can dish out an insane amount of damage. He's probably tops in the energy department anyway in the tourney, so he'll still be a coveted pick.
And Hawkeye...I don't know much about him. Can someone who knows Hawkeye give us a decent idea of what "standard equipment" he could have to be a solid pick but not too powerful for the tourney. He seems ok, but we'll have to be rather specific with him.
And Carnage can take on SM and Venom at the same time, so he's probably a head above anyone else in this tourney...I'll consider banning him.
The consensus earlier in this thread seemed to be 'no flying.' People like Angel aren't too bad, but Angel + Cyclops and you have a character who can rain death from above and can't be touched except by other flyers. So I'm thinking no flying.
Electro's fine...any energy wielder at the same level as Cyclops or below is acceptable.
If you think they meet the criteria (at the top of the page) then chances are they're ok. And I probably won't say no to too many draft picks if they're "on the line" power-wise, but will simply post them with the provided link and let the other participants decide if they think a character is too powerful.
