I was being prudent, I really wanted to say 2 or 3. Thats how i see if when you actually look at their capabilities and what they can bring to the table.
CM can form magical amped punches, fly, super strength, durability, super speed and stamina.
SS can form any type of amped punches (EM, cosmic etc), fly, super strength, durability, super speed and stamina.
Then you have precog abilities, time warp abilities, amping, psi, matter manipulation, energy manipulation, energy blasts, eye blasts, healing, energy absorption, cosmic awareness, life force manipulation
faster ,stronger? you have no proof hes stronger then billy. let alone faster. if this is a close up fight ss is toast. however surfer is to smart and has a cosmic awareness. HE will range billy and ware him down. Cap will be tougher to beat for surfer then say supes would be but in the end surfer will prolly win.
You really doubting Surfer being the faster of these two??
I dnt really buy that.. Sufer's been up close with Gladiator and stalemated him.. Also in a crossover Surfer and Cyborg Superman went at it close up at first, but no one came out a winner there.
You see close up Surfer can zap his opponent with cosmic energy at point blank range! And hes more than durable enough to take hits from the heavy weight like Cap. Marvel and Supes. I mean the guy can withstand all the harshness of outer space, including the heat of the hottest star and even the power of a black hole.
This is a totally non-bias view as I care little about either character.
This is based on feats. Surfer is considerably faster (he's up there with Flash), so in a bloodlusted fight where Surfer wasn't suffering from the "I've forgotten that I have super-speed" disease associated with inconsistent writing and plot-induced-stupidity, Captain Marvel couldn't even touch him.
He's also got a much, much larger power output and a much more versatile powerset.

This is easy. Captain Marvel wins.
Everyone agrees that the only possible way SS has a chance against superman is via weakness exploitation. Remove it and Superman hands him his butt. This applies here, Is SS going to drain Caps sun light? turn the sun red? I don't think so, it will come down to a fight and Captain Marvel will win. Beat down of epic proportions, worse than what Thanos does to him on a regular basis.
