Just because he didn't use light speed reflexes in that one instance doesn't mean that he CAN'T.
Now lets just say that he doesn't have light speed reflexes just for the sake of argument. On his board he can still travel faster than the speed of light (or 99% the speed of light depending on which comics you read). Which means that he can zip around CM and blast him. It would take quite a few blasts, but I believe CM would get K.O. ed sooner or later. Surfer can unleash blasts strong enough to level a large city. That's pretty powerful.
as far as CM having "The Wisdom of Solomon"... well as I have already said... the wisdom of a biblical mortal is not enough to counter the countless years Surfer has of being a herald of galactus. BTW, Surfer is gifted in the intelligence area as well and he has the "cosmic awareness."
You are right he did get hit SS few times, but what did that do? Nothing, it was like me punching a metal wall.
If he did react / think at light speed all the time. (Cosmic Cube showed scans of both of them)
If he did that all his fights would last a nono second(not fun is it).
This is the case with most speedsters. (Superman , Gladiator etc)
-Just like how slow pokes punch Superman.
-Just like how Wonder Man/ Thor actually got a hit on Gladiator (since he showed he can react/move at 100X light speed) etc.
It’s a comic book they need a story and light speed is only use in some cases.
Even if I'm wrong here and Surfer is less intelligent than Solomon, it doesn't matter because Surfer can still just zip around and blast him. So it's not like CM will win just because he's wiser.

Intellegence in a battle goes a long way. I dont doubt that CM can take a surfer blast. I dont boubt that Surfer can take a CM blast. They are both powerfull. Hard to say who wins though.
Surfer does have most abilities. Will they work on CM is another story. Being wise with power can take you far. Look at Strange.
Well I found another example of Surfer not using his "lightspeed reaction" and its not even a fight.
Silver Surfer/Warlock resurrection #1 Surfer was flying on his board and out of nowhere Drax appears in front of him and Surfer runs right into Drax and falls off his board. I could be wrong but I think Drax even stole his board.
Surfer wasnt even flying that fast either so where was that "lightspeed reaction" at once again?

Of all the characters that can move, react fater than light speeds, there has been many times where they have been caought off guard or had a slow reaction to something.
I hate when people bring up a character having light speed reflexes in battle. Or being able to speedblitz someone. When a scan comes up that has them not doing it, it makes them look pretty bad.
Speed only plays a factor mostly when theres clearly speed disadvantrage. Otherwise it be best not to mention it. Imo.
I just reread the time he fought Abomination. Abom actually knocked Surfer loopy and it weakened him from one punch. Where was that "lightspeed reaction"at?

Because Surfer has shown he can move, think, and react in a nanosecond or less. What I don't understand is why people tend to bring up a characters worst fights instead of their greatest feats. Maybe it's just a bias.
Man I can show you more examples of Surfer not reacting at lightspeed than you can show me him using it. Your just blind to the fact that he JUST DONT REACT AT LIGHTSPEED ALL THE TIME.

No, he doesn't. Superman doesn't always move planets. No one always exercises their potential. That's a sorry excuse for an argument. Take some time and read the forum rules.
When you post in a thread do you keep the rules in mind? You know you dont cause if you did you would never use the "nanosecond" thing all of the time.
