I don't even understand how Doc Ock is considered. He's a pretty good villian, but he shouldn't be one of his greatest foes.

Venom, Carnage, Sandman, Green Goblin, Electro, Kingpin, and then perhaps Doc Ock. With Chameleon right behind him.
