Im pretty sure Surfer is supposed to show up in one of the two Herald oneshot's that happen after Annihilation. And on another site Andy Schmidt an editor for Annihilation says that Surfer is only alive right now because Annihilus cant kill him because his upgrade makes him unkillable.

I'm not sure if this is the right place, but I'd like to add some character depth to the Surfer and possibly answer the definitive question about him:
With all he can do, why does he need a board to fly?
I think the general feeling is that he can fly w/o it, but using the board saves him energy. Right. That's why he seems to tumble like a girlie-man every time the thing is knocked out from under him.
No. There's another reason why he loses control. Guilt.
Highly principled, peace-loving Norrin has the blood of billions on his hands. Whole civilizations have fallen because of his aid to Galactus. So what better punishment (unconsciously imposed?) could there be then his falling (from grace) whenever the instrument created by Galactus is taken away? This is especially ironic given all that the Surfer can do.

thats preey good explanation. but perhaps galactus simply didn't want or allow his herlads to fly which is why they all have modes of transport or weapon to channel thier power to limit them, maybe its a sub concious thing because, SS and other healrds can probably fly without their gear
What I always find interesting about things like this is that, for thousands of years, the mystical literature of every faith on Earth has claimed that this is what happens when ordinary human beings reach the highest levels of meditation: they become one with the Infinite; indeed, they always were the Infinite, it was just a matter of waking up to that realization.
I would think that someone like the Surfer should be able to do this on his own. But then, he still has to master that flying w/o his board thingie.
