Yeah, he does kinda look like Parker. But still: Why a mask? For that matter, why do any of them wear masks? What identities are they protecting, from whom?
Must have something to do with how they are perceived by their own kind.

Black Panther doesn't have an identity to protect either and he wears a mask. He's royalty and according to the laws and traditions of the Wakandan Panther Clan their spiritual leader, T'Challa -- The Black Panther, has to dawn the totem symbol of his people to be closer to their Panther God. I imagine much is the same with the Inhuman's royal family. They may have some tradition that has them covering their faces.
Could be because he was screaming pretty much straight up into the air, so they didn't get anything near a fully blast. Or it could just be a writer who isn't familiar with how his voice works.
Any scans of Black Bolt protecting himself with his electron shield, guys? I read the Marvel site that Black Bolt is capable of making shields that can deflect missiles, but dunno how it works. Show me the might of Black Bolt!!!
