Sounds like "Logan's Run," starring Michael York and jenny Agutter.... on a mission to find the mysterious "Sanctuary, " and destroy it, Logan teams up with a runner attempting to get to sanctuary herself... under the city, where no one is allowed to live past thirty, they find a frozen wonderland, where all previous runners have been put into storage by the robot Box, whose original job was to store the plankton and fish that originally fed the city. Escaping from Box, who believes them to be a new food source, (hints that the previous runners have been eaten by those in the city) they emerge into the world outside.... following the river in this strange roofless world, they happen across the ruins of Wshington DC, walking to it along the Potomac. There they rest in the Library of Congress, and meet the last surviving outside human, who teaches themthe meaning of words such as Mother and Husband.... meanwhile, Logan's best friend, Francis, believing Logan to be a real runner, is chasing the two to try and save his friend from death...
