THey could be trying to lure us away so that they can do something like assasinate someone, or take something.
It had to be a distraction, but I don't think there's anybody important to assassinate, and I don't know what someone would want to take from the Guild Hall.
...or at least, Sasha doesn't. Galahad might.

It appears the Imperials have pulled out. Rylis and co headed to the starport and left with the Commissar.
Galahad- hell no! The LAST thing you could be is connected. Besides, they aren't exactly in favour with the Imperial administration, which is patently obvious, of course, and so being tied up with them is not good for anyone's career. A dying breed.
Galahad is convinced he won't survive. Someone he trusted very much told him so.

Galahad tries to keep his calm, though the topic of Sienar and Gallagher just drives him to the breaking point.
"Gallagher was my only son," Galahad says. "He would have died if Sienar had been obliterated with extreme prejudice, no questioning it. But that didn't happen. I couldn't have lived on if I knew that Gallagher was dead.
