Actually Captain America is an Uncle Sam rip off. wink

That's if you want to get technical since Sam debuted in 1940, Cap in 1941. The characters have little in common besides the America theme.

He is in a way. As long as the American spirit exists, Sam will exist or something like that. He can "die" but he'll just keep coming back.

Probably the whole family but the main point is to establish how important Billy is to the magical aspect of the DCU.
