When Captain America throws his mighty shield
All those who chose to oppose his shield must yield!
When he's lead to a fight and a duel is due
Then the red, and the white, and the blue'll come through
When Captain America throws his miGHTY SHIIIIEEELLD
dude that does not even come close to implying wolverine thinks capt better then him. Hell that scann does not even imply he thinks capts better then DD, IF and so on.
That makes no sense. Did you actually look at the scan?
Logan clearly states that Taskmaster can mimic the moves of any fighter he's seen, including the likes of Shang-Chi, Hawkeye, Iron Fist AND EVEN CAPTAIN AMERICA HIMSELF.
In other words, Captain America is better than the others, hence Cap being mentioned separately.
"Just physical exertion. While I don't think of Cap as 'super' like Spider-man or Superman,he's clearly not Batman with a shield. He's not just like a guy who works out all the time and is trained. He's been enhanced, and I wanted to show that a bit."
"See, I never understand why everyone gets so worked up about this stuff. Cap was given the Super-Soldier Serum. The first word there is SUPER. He's not superman, but clearly, he's been shown to be much faster and stronger than a well-trained athlete, many many times. One of everyone's favorite Cap appearances seems to be DD: Born Again, where he's shown running to fast that he's a breeze."
"I see it as he's the ultimate of human potential. Not something the modern man could ever be, but like an evolutionary next-step, basically. He's not Thor or Spiderman, but he's not Batman, either."

Also another point Brubaker has written Batman comics as well, so obvoulsy that makes him qualified to talk because he obvoulsy knows and understands the character.

The way I see it if you give a set of examples, and then another additional one, clearly the additional example is 'better' than the others, hence listing it separately.
I agree with this 100%. My view on Cap is that the SSS completely unlocked his physical potential (as you describe). As you say, he's not 'superhuman' exactly, but at the same time, he is more than just a regular 'peak' human.
cap is above peak hiuman but looking athe stats in this marvel bio sheet thati haveghlighted ofr cap all seems accurate other than te strength
cap should be able to bench 1400lbs-1500lbs at most as he is reffered to as strong as 10 (assuming and average 5ft9/10 male at prime can press roughly 60-70kg ) cap can do say 650kg which is over half a ton and is 1433lbs
cap ran near 60 mph which is fine but marvel after i asked them said it was definaely exaggerated hyperbole or it was during teh period when cap had been enhanced to superhuman levels .Anyway cap shoudl be able to run 30mph-35mph no sweat
have a look at the other areas ,it is quite an interesting powers category and shoudl have been used for marvel's power grid/ranking
