Oh ... well, one could still argue that being adept at something doesn't necessarily mean having mastered it, but perhaps that would be splitting hairs. Either way, being level 6 or 7 doesn't make a difference for Cap's combat proficiency and excellence.

I'd agree with the statement that adept doesn't mean mastered actually. The only reason he warrants the 7 rating IMO is the fact that he was adept in all forms before ever getting frozen, and I know he's trained religiously everyday since waking up and joining the Avengers. Kang even noted that in regards to fighting styles, Cap learns in days what others take years to master so I could see him easily mastering all those forms in the years since he reemerged. Especially since he's even spent periods training alongside cosmic level martial artists like Mantis and Moondragon.
It's a downgrade. Cap has always been maxed out in fighting skill. But lets not take those power ratings seriously. Back of action figure boxes, marvel encyclopedia, the website, and these little handbooks that come out... there never consistent. people seem to just put random numbers and guesses in. They have depicted Cap inconsistently in strenght and speed before, but at least they had left his fighting skill level intact...until now
And well, eventhough Steve is officially a master of judo and boxing combined with his own achrobatic style, he's shown to have experience with lots of martial arts.
Here's Steve when he was being prepared to become Cap. He seems to be training karate or something similar in one of the panels (going by the Gi and the fact that kicks are forbidden in judo)

I post Bucky's feats in his own respect thread, but there is no need to bash the character. He is Captain America in the same way Wally West was Flash.
Bucky aint equal to Steve in any of those, so he's definetly not like Wally West. i'll never see him as the real Captain America, he's just an interim Cap while the real deal returns
