Ideally yeah he should be, but maybe his "pure heart" wont give him full acess. Like when regular Juggernaut went "good" and lost part of his powers by doing so.

Colossus base + Cytorak power = bit overwhelming..

Hypotheically...
If Cain + Cytorak was at 150, maybe Colossus + Cytorak would boost him to the same level as original Juggernaut (150)?
