He's been able to fight Hulk (and beat him outright) without use of Hulkbuster Armor. In the Iron Man/Thor mini-series, he did quite well against Ulik and held his own for a time briefly against Thor (though they were both mind controlled). His fights with Doom also come to mind, who's definitely a low herald.
I'm well aware of his fights with the Hulk. A lot of people have been able to fight the Hulk and beat him. Considering Hulk's laughably unreliable power-levels I don't feel that it warrants a move up. There are many, many people who have been able to fight the Hulk and beat him. He's prone to extreme lows and highs.
When he fights Doom isn't always a tech-war I feel like. Reed fights him too but we're not moving him up are we?
I think it's important to look at what's prep-stuff and what isn't.
Ulik in the vast majority of his fights against Thor, is able to contend with him to a degree of success in melee combat. His striking power (with pounders) is often compared to Thor's. I'd definitely say that Ulik's overall formidability places him as a low herald at least.
In those instances, Hulk wasn't operating at "weak" levels such as being able to be choked out by pythons or anything. Iron Man's always fighting a uphill battle against Hulk, but the fact he's able to hang in there speaks volumes over his formidability. Just recently, within the past year or two, he was able to put a hurting on Rulk.
Doom edges Iron Man out when it comes to sorcery, but looking at some of Doom's feats (prepless, I might add), I'd argue that the guy is at the least low herald himself, arguably mid-herald. He's shown the capability of handling the entire F4 on his own and has done things such as match Morgan Le Fey's sorcery to even humilate "Classic" Strange. Like Iron Man, Doom is capable of fighting heralds and holding his own without the benefit of prep. And Richards would lose straight up against Doom most of the time in a straight fight. In fact, given Doom's recents feats, I can't even begin to see how Richards could best him one on one.
All of these instances I'm referring to is speaking to Tony's non prep feats.

Never saw any mid herald get stomped by Thor, Surfer, Sentry, etc as hard as Doom did. I think it's pretty damn clear that unless we're going like Unthinkable-arc Magic Doom then he's not mid herald and putting him in a category where people are killing planets come on...
He has good striking power and ok durability. That's it though. He's not in low-herald and that's all there is to it really. He's not a herald.
I'm not saying Hulk's at his bottom but he's obviously not anywhere near his peak either now is he? WWH is the one that goes into High Herald. The forum has banned mentioning of Savage Hulk when he's starting out around 80-90 ton but the fact that he doesn't start out in herald is just a simple reality now isn't it?
Hurting Rulk? Okay, that's also good. But he's not really the epitome of power-level stability himself.
His abilities enough said sure he can use them to defeat Heralds but a human without powers in a herald tier? No. Sure you could argue than why do Pure bricks like Hulk and Juggy who can only use their fist be placed in the herald tier,while Iron Man whose tech can do a lot of stuff only be in the Meta tier....
Well their is a huge difference between a human and a super giant powerful monster.
