The problem is that the Flash rarely breaks out his full battery of powers. The Hulk is also very difficult to put down. It's not as cut and dry as some may think, but Wally or whatever Flash this is has a low tolerance for damage.
Not really low end Flash gets knocked out by random debris on the higher end he's taken beatings from Amazo, Grodd and Cheetah but still has enough endurance to move/run. People have the misconception that Flash lacks durability which isn't true

quite true! he is in fact very durable...has the speed force aura which protects him and has a healing factor of sorts due to his metabolizing his wounds(without aging himself)
against hulk though he would not last to long if he got tagged but that wont happen.
Does this means that everyone that has beaten the Flash in the past was just an ever continuing story of PIS in action? I'm finding it very difficult to buy this, because it's happened so many times.
Nah, it's CIS. Starscream is right this time (Shocking right?) Wally holds back a significant amount of his power and speed back. Even turns off his crazy perception (Surprise attacks are out the window) at times. PIS does play into it, but that's more akin to Wally being unable to move at a speed he in the past was able to effortlessly reach and so on.
It can't even be PIS. If it's a constant for like 90% of the characters history, it becomes the average.
Outside an extremely short list of characters, no one under like Trans to Skyfather level would even have a chance against Wally if we were to go by what his capable off. Course those are his more extreme showings. Day to day, normal mindset Wally splits or loses to the Hulk.

but that's the thing...if his power was never toned down for the sake of the plot then entire series would be compacted into single books.....over half of the stuff in his books only happen to him because otherwise there would be no story's longer then half a page and who would buy that. so for the sake of the plot they have him getting tagged by people less then zoom.
if we're going with "full potential" then Wally wouldn't want to attempt to speed steal from Hulk, as it would take an infinite amount of time to do so (given how Hulk is merely the vessel for energies flowing from another universe).
dumping Hulk in the Speed Force would be a bfr victory but Hulk would probably begin collapsing that dimension, with the kind of punches he was throwing at the Nexus of all realities or those with which he broke through the Time Stream.
if Wally does an IMP, he would only hurt himself, in all likelihood, as there is no established upper-limit AND there is an established EXPLICIT mechanism stating that Hulk's DYNAMIC attributes would exponentially grow into infinity.
giving Wally his theoretical full-potential or extreme high end use of his powers would make this spite unless The Hulk's powers are similarly taken as stated at their full ("infinite"/"limitless") potential and his extreme high-end (channelling two universes of energy through his body, rocking infinite worlds with his punches, The Beyonder comparing their similar infinite natures, Hulk punching through the TimeStream, absorbing and amping from nuclear explosions, having no fatigue whatsoever, having a continuous exponentially improving set of physical stats ...) feats ...
it would end badly for whoever fought Hulk, below Cosmics, if "Hulk were written properly" which of course he rarely is, because it'd make every comic a one-punch/finger-snap victory for Hulk.

It is assumed that each contestant will fight to his/her best ability, but still within the character's personality, unless specified otherwise. That means they will use any powers at their disposal. For example, even though The Flash doesn't clock each of his own opponents in the first millisecond in his own comic, it is assumed that is a viable tactic on this board since it is a proven fact that he possesses that level of speed.
It is also assumed that the characters fight at their optimum levels of ability - not explicitly weakened or unusually powered up for those who have variable power levels.
And since the OP states no location, it goes to a featureless arena setting. That means no building or people to worry about.
