Iceman's not really akin to a ghost though. He's a consciousness inhabiting water molecules and capable of moving his consciousness through bodies of water regardless of their nature. I.e. the motion of the water molecules, or lack thereof, shouldn't really matter.

A conscious is powered by a brain or mind. For a brain or mind to function a neuron must fire. In an absolute zero environment where all movement and action in prevented, a neuron couldn't fire. If neurons don't fire than a working conscious cannot exist.
Full potential Iceman does not exist anymore, anyway.
