It allows him to synthesize carbonadium and stabilize his powers. Without it, the poisoning effects of the carbonadium force him to periodically drain people to stay alive. Years ago, Wolverine, Sabertooth, and Maverick stole the device and hid it somewhere. Now Omega Red is looking for it, which is why he keeps coming after Wolverine, Maverick and Sabertooth.
